Round 3 requirements force turbine supporters to evolve

Most of the technical focus is currently on fabrication and installation of foundations, towers and turbines, but a key area that has yet to be fully addressed is the absence of a suitable fleet of seagoing vessels that will enable the safe and efficient operation and maintenance of the subsequent energy assets.
