The difference between a drill and an exercise

Solas (the International Convention for the Safety of Life at Sea) chapter 3 regulation 19 details the requirements for “Emergency training and drills”. Section 2.1 requires that “every crew member with assigned emergency duties shall be familiar with these duties before the voyage begins”. How, though, does the master comply with both the letter and spirit of this requirement? This is further addressed in 3.1, which states that “drills shall, as far as practicable,....
