OSV industry leaders will gather in Singapore for a two-day conference to discuss the challenges of meeting the surging demand for their services, while navigating the global energy transition
Global demand is keeping a limited supply of OSV and jack-up rigs busy. In southeast Asia, OSV utilisation stands at 82%, while active jack-up rig utilisation is even higher at 86%. This year, Petronas plans to drill 99 wells under its development, appraisal and exploration programme. The Malaysian energy giant also has a significant P&A campaign scheduled that will further drive demand for anchor-handling tug supply vessels, platform supply vessels, crewboats, heavy-lift vessels and drilling rigs; from 2024-2026, Petronas estimates it will need 148, 146 and 142 offshore vessels, respectively, to meet its planned production operations.
Increasing investments in gas production will also be a key driver in the region.
Leading OSV owners and operators, builders, designers and suppliers will gather in Singapore to discuss these and other emerging offshore energy opportunities in southeast Asia at Riviera’s Offshore Support Journal Conference, Asia, 17-18 September 2024.
Part of the OSJ Conference series, Offshore Support Journal Conference, Asia will explore the outlook for offshore oil and gas and renewables in the APAC region. The two-day programme has been organised into nine sessions, maximising the time to allow offshore industry experts to drill down further, providing vital information, insight and intelligence beyond the numbers.
Delegates will also be able to take advantage of networking opportunities at social functions, coffee breaks and luncheons. The event will be held at the Four Points by Sheraton Singapore, Riverview on the Singapore River.
Opening the first day, 17 September, will be Maritime and Port Authority of Singapore (MPA) director of decarbonisation planning and infrastructure, Bingrong Ng, who will present the keynote address, Towards a greener sustainable maritime future. He will examine port infrastructure requirements, vessel designs, port and vessel electrification and other initiatives to drive innovation in the sector.
Leading energy analysts and ship brokers will provide an overview of the current offshore drilling and offshore support vessel utilisation, day rates and chartering activity in the region during Session 1. They will share their thoughts on vessel demand and fleet expansion.
When OSV owners do decide on renewing their fleets, where is the capital going to come from? Delegates will hear from banks and financial experts on potential funding sources for the next generation of OSV newbuilds, and how they are being shaped by ESG and sustainability strategies during Session 2.

Session 3 will look at floating production, storage and offloading (FPSO) and subsea market opportunities, as well as the latest in crewboat design.
The day will close with Session 4, which looks at the future fuel landscape and electrification. This will include a look at Hydromover, Singapore’s first all-electric cargo vessel.
On 18 September, the day will kick off with a panel discussion, Addressing the challenges and opportunities in a booming market: the view from the energy community.
Session 5 will have regional updates on Australia, Indonesia, Malaysia, Taiwan and Thailand exploring rig, OSV and subsea vessel demand. Leading experts will assess key regional E&P activity, opportunities in deepwater, renewables and decommissioning and provide insights into the opportunities for vessel owners.
Session 6, New vessel designs and technologies for next-generation OSVs, offers a closer look at battery and hybrid propulsion and digitalisation to reduce fuel consumption, lower CO2 and greenhouse gas emissions and empower the vessel’s captain and crew.
Offshore windfarm development will come into focus in Session 7, highlighting growth opportunities in South Korea, Vietnam, Japan, Vietnam and Australia, with forecasts looking at vessel demand prospects for the next 12 months.

The resurgent offshore oil and gas sector, combined with ambitious national plans for investments in renewables, has created a surging demand for skilled mariners. This will be explored in detail during Session 8. How will the industry attract, train and retain the next generation of seafarers, and upskill the existing mariners for the energy transition?
The intensive two-day programme will be capped off with Session 9, an Industry Leaders Panel. The powerhouse panel will include Britoil Offshore Service chief executive Florent Kirchhoff (OSJ’s Industry Leader Award winner for 2024), Tidewater, Asia Pacific managing director Joanne Ang, MMA Offshore managing director David Ross and Wootz Global managing director Vivek Khabya. Panellists will discuss some of their biggest challenges in the current up cycle and provide their outlook for the offshore energy market for the next 12 months.

As one of the world’s leading maritime cities, Singapore provides the perfect backdrop for the two-day event. The Lion City is at the centre of shipping’s energy transition, supporting the uptake of new low- and zero-carbon fuels through funding, research, pilot projects and other initiatives.
