Construction of Taiwan’s Zhong Neng offshore windfarm completed

Copenhagen Offshore Partners (COP) led construction of the project, on behalf of the project’s owners, a joint venture including majority owner Copenhagen Infrastructure Partners (CIP) through its CI IV Fund and China Steel Corp. 

Zhong Neng is the first offshore windfarm in Taiwan to be completed ahead of schedule and is the second offshore windfarm completed in Taiwan this year by COP and CIP, following inauguration of the 600-MW Changfang & Xidao project. 

Zhong Neng is located 17 km off the coast of Changhua County in Taiwan and consists of 31 turbines and foundations. When fully operational, Zhong Neng will generate enough renewable energy to power approximately 300,000 households and will deliver an annual expected CO2 reduction of 550,000 tonnes. The project meets the highest localisation requirements in the history of Taiwan’s offshore wind power. 

Zhong Neng received local content plan approval from the Taiwan government in November 2019 and the first turbine was installed in May 2024. Full grid connection is expected by year-end. 

Zhong Neng chief executive Joris Hol said, “Zhong Neng was not only developed with the participation of a local company but also has the highest level of localisation of any windfarm in Taiwan.

“In this emerging industry environment, successful completion of the project is due to the dedicated efforts of the Zhong Neng team and the close collaboration of all suppliers throughout the process. Together, they overcame numerous challenges, broke through manufacturing bottlenecks, accelerated the learning curve, and successfully navigated the harsh and ever-changing offshore working conditions, pushing the project forward steadily and safely.” 

On behalf of CIP, COP is leading development of three offshore wind projects in Taiwan with a combined capacity of approximately 1.4 GW: Changfang & Xidao (600 MW), Zhong Neng (300 MW), and Fengmiao (500 MW).
