The Department of Energy (DOE) in the Philippines has laid out a revised timeline for its Fifth Round of the Green Energy Auction Programme, GEA-5
The revised timeline set out by the DOE charts a path toward the resumption of the auction process later this year, after it was recently suspended.
GEA-5, a renewable energy auction dedicated exclusively to acquiring offshore wind, was formally initiated in March 2026. The DOE is seeking up to 3.3 GW of offshore wind capacity.
The DOE said the auction was put on hold to allow the DOE, together with government agencies and industry stakeholders, to review and align implementation considerations, including port readiness, permitting requirements, environmental and port-related cost implications, and possible global supply chain disruptions, before the auction moves forward.
“The recalibration is intended to ensure a more transparent, orderly, and implementation-ready auction process,” the DOE said, noting that GEA-5’s requirements, timelines, and implementation parameters will be aligned with actual infrastructure readiness, regulatory requirements, and prevailing project development conditions.
Under the timeline, the DOE and other agencies will coordinate, review, and validate port, environmental, and grid-readiness requirements through 2 September 2026. Input from this process will feed into a Department Circular establishing the policy framework for the recalibration, which is targeted for finalization and signing by 24 August 2026 and publication by early September 2026, as well as a Supplemental Terms of Reference (TOR) for GEA-5. The draft Supplemental TOR will undergo public consultation before its targeted finalization, approval, and release by 2 October 2026.
Once the supplemental TOR is approved, the DOE will issue an updated GEA-5 timeline, a stakeholder advisory, and updated instructions to prospective bidders, together with authority to resume GEA-5 implementation.
Auction activities, including the posting of qualified bidders, are tentatively targeted to run through the fourth quarter of 2026, with the Auction Proper indicatively targeted on 1 December 2026. Validation of submitted bids, issuance of notices of award, evaluation of post-auction documents, and issuance of certificates of award will take place between 2 December 2026 and 30 June 2027.
