International Standardisation Organisation (ISO) has published specifications for testing and repairing lifeboats and rescue boats
ISO published publicly available specifications to help people involved in testing and maintaining lifeboats and rescue boats to comply with the new IMO rules.
Chair of the ISO subcommittee that developed the four-part series Robin Townsend said ISO/PAS 23678 was developed with the input of IMO and is recognised as supporting its requirements.
“The series provides a comprehensive basis for a robust and uniform international application of the IMO requirements,” he said. “It will help to ensure the safety of those performing these activities, those on board the craft, the lifeboats and rescue boats themselves.”
ISO/PAS 23678 covers launching appliances and release gear, and contains detailed guidance on the requirements for certification mandatory under IMO rules.
There are four documents in the series covering requirements for training providers, initial training for service personnel, Level 1 technician training and Level 2 in-field competence.
These specifications come as IMO starts to enforce amendments to SOLAS legislation covering lifeboat and rescue boat maintenance from January 2020. Amendments to SOLAS regulations III/3 and III/20 made mandatory the requirements for maintaining, testing and repairing lifeboats and rescue boats, launching appliances and release gear.
IMO’s provisions aim to prevent accidents with survival craft and addresses longstanding issues such as the need for a uniform, safe and documented standard related to servicing these appliances.
They cover authorisation, qualification and certification requirements to ensure a reliable service is provided.
The intention is to ensure seafarers are confident they can rely on the survival craft at their disposal, which should comply with applicable SOLAS requirements.
The ISO/PAS 23678 series was developed by technical committee ISO/TC 8, for ships and marine technology, and the subcommittee SC 1, Maritime safety, whose secretariat is held by American National Standards Institute, ISO’s member for the US.
