To drive the uptake of low- and zero-carbon fuels, FuelEU Maritime sets maximum limits for the average annual greenhouse gas intensity of the energy used by ships calling at EU ports. As of 2025, ships are required to monitor their emissions, and pay penalties based on the carbon intensity of the fuels they burn starting in 2026. Asian owners without an effective compliance strategy could face exorbitant penalties and commercial risk.
