The direction of GHG emissions regulations for the global shipping industry

 

Supporting zero emissions by 2050 will result in profound changes to the shipping industry and will require an energy transition similar to that of the 19th century when sail gave way to steam. Given the magnitude of the challenge and scale of investment required, it is essential that we have a regulatory framework which drives emissions reduction on a trajectory to zero by 2050. This will require a basket of measures, including a financial mechanism, a low GHG fuel standard, technical design standards and regulations that act as a holistic, mutually reinforcing whole. This presentation reviews the achievements of the IMO to date, expected developments and what industry needs from regulators to accelerate the energy transition.

IMO Update 

Priorities and possible regulatory outcomes of the 2023 MEPC meetings

 

International shipping’s successes in meeting challenges to reduce air pollution can be clearly measured by observing the evolution of MARPOL Annex VI over the years. Nevertheless, with greater awareness and concern developing relative to the industry’s decarbonisation goals, maintaining the International Maritime Organisation’s timetable on reducing greenhouse gas emissions from international shipping remains a high priority.

2023 is a pivotal year for the IMO timetable, where the next session of the Marine Environment Protection Committee (MEPC) is expected to adopt a revised strategy that will provide the pathway for industry to achieve its decarbonisation goals.

Carbon pricing of shipping emissions: the European ETS and the implications for Asia

 

The scope of European Emissions Trading Scheme (EU ETS), established in 2004, has been expanded to include from 2024 those emissions arising from the shipping industry’s international activities and intra-EU activities at EU ports. This informative presentation will cover:

  • How the cap and trade mechanism works
  • The obligations of the relevant compliance entity (whether owner or charterer) under the EU ETS
  • How the scope of the EU ETS might impact shipping from Asia to Europe

New shipping frontier: carbon-accounted freight and alternative fuel pricing
As energy transition gains momentum, the impact of freight on commodity trade will add to the intricacy of this process. With offsetting of shipping emissions expected to become mandatory, trade participants will have to cover carbon emissions on voyages. One of the mechanisms for this is carbon-accounted freight. Carbon-accounted freight pricing will come in handy as carbon indexes in shipping for the purpose of pricing individual voyages rather than average industry standard voyage emissions. In the race to decarbonize the shipping industry, the sector is trying to embrace alternative bunker fuels, and adding to the complexity is challenges around pricing these fuels which are still finding their adoption.
