Belfast’s harbour master will lead the International Harbour Masters Association after being elected at an annual general meeting
The International Harbour Masters Association (IHMA) has elected a new president at a time when the maritime and ports industries face unprecedented safety, security and geopolitical challenges.
Belfast Harbour commissioner’s harbour master, Captain Kevin Allen, was elected as IHMA’s president at the association’s annual general meeting in Rotterdam on 11 June 2026.
Outgoing president Duqm Port harbour master, Captain Paul O’Regan, has completed four years in the role and felt it was “time to pass the baton” to Capt Allen.
“Kevin takes up the role at a time when our industry faces unprecedented challenges - not least for those of us with responsibility for safety, security and sustainability in our ports,” said Capt O’Regan.
In addition, Captain Allen said: “Ports around the world face significant challenges, but there is also a great deal of positive progress and innovation taking place.”
He said IHMA’s goals are to “share that knowledge, encourage collaboration across our membership, and help grow the association for the benefit of harbour masters and port professionals everywhere.”
IHMA unites those responsible for the safe, efficient and secure navigation of port waters.
Its members represent harbours – large and small, publicly and privately owned – in more than 50 nations, extending throughout Europe, Australasia, Africa, the Americas, the Middle East and Asia.
