The Department of Energy in the Philippines has initiated its fifth Green Energy Auction (GEA), GEA-5, an auction dedicated exclusively to the acquisition of offshore wind energy
The auction for up to 3.3 GW of offshore wind capacity was launched in late 2025 when the Department of Energy released a notice of auction (NOA) and terms of reference (TOR) for what will be the country’s first green energy auction solely for offshore wind.
Focussing solely on fixed-bottom offshore wind projects, GEA-5 will offer 3.3 GW for delivery between 2028 and 2030. The TOR outlines the complete requirements, timelines and evaluation procedures for participating developers.
Winning bidders will be given a 20-year supply delivery period, with green energy tariff payments starting with commissioning and wholesale electricity spot market registration.
The DOE said implementation of GEA-5 “marks a major stride towards a more sustainable energy future for the Philippines.” It said the initiative “aims to expand the share of renewable energy in the national energy mix, strengthen grid reliability, and enhance the country’s long-term energy security through large-scale offshore wind development.”
The auction proper is due to start in August 2026, with validation of bids from late August 2026. Winning bids are due to be identified by early September and publicly identified in late September.
