The Spanish Government’s newly unveiled ‘Roadmap for the development of offshore wind and marine energy in Spain’ has been welcomed by WindEurope
Formally agreed by Spain’s Council of Ministers on 10 December 2021, the roadmap is intended to promote the adoption of offshore wind in Spain and kick-start an industry based on the use of floating wind turbines.
As expected, the roadmap sets out a target of up to 3 GW of floating wind by 2030, and was described as “a brilliant starting point for the deployment of offshore wind in Spain” by WindEurope.
“Spain is the second biggest market for wind energy in Europe. Wind contributes more than €3.0Bn (US$3.4Bn) to Spain’s GDP and provides more than 27,000 jobs,” said WindEurope press manager Christoph Zipf. “But so far, all of Spain’s 27 GW of wind energy capacity is onshore.
“With the roadmap that will change. Spanish companies are lining up to apply their expertise in onshore wind and in international offshore wind projects to the Spanish market and make Spain a global leader in offshore wind.
“The roadmap will significantly accelerate the deployment of floating wind technology in Spain. What the industry now needs is a reliable timeline for upcoming auctions for offshore wind.”
WindEurope has previously stated that – to ensure offshore wind development is delivered with the lowest costs for consumers and tax-payers – the Spanish Government should follow the lead of many other countries and introduce contracts for difference as the financial mechanism for developing offshore wind. Doing so will significantly reduce financing costs for offshore wind projects and increase investment security, it said.
The roadmap allocates at least €200M to research and innovation in offshore wind between 2021 and 2023 and calls for the creation of public-private hub for offshore wind. Funds will be made available to demonstrate new technology, for testing and prototyping, in order to position Spain as a leader in the floating wind sector.
The roadmap also promotes the concept of a circular economy for the offshore wind supply chain, with a focus on designing for recyclability and places special emphasis on ensuring the installation and operation of offshore windfarms is compatible with other activities in the marine environment and with other users of the sea.
