Vineyard Wind joins legal fray, seeks temporary restraining order against Trump’s stop work order

The latest company to take legal action is Vineyard Wind, which on 15 January 2026 filed for a temporary restraining order and preliminary injunction against the stop work order in the US District Court for the District of Massachusetts.

The action challenges the suspension order issued by the US Department of the Interior’s Bureau of Ocean Energy Management on 22 December 2025.

Vineyard Wind said it continues to work with the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement, and other relevant stakeholders and authorities in the administration to understand the matters raised in the order.

However, as per all of the other developers affected by stop work orders, Vineyard Wind believes the order against its project violates applicable law.

The company said that if not promptly enjoined, the suspension will “lead to immediate and irreparable harm to the project, and to the communities who will benefit from this critical source of new power for the New England region.”

The circa 800-MW project being developed by Vineyard Wind, a joint venture of CIP and Iberdrola, was approximately 95% complete when the stop work order was issued.
