FERC’s final supplemental environmental impact statement affirms authorisation and supports the November Final Order and year‑end 2025 financial investment decision as planned
US Federal Energy Regulatory Commission (FERC) has issued the final supplemental environmental impact statement (FSEIS) for the Texas LNG export terminal, bringing to a close its staff analysis of the air quality and environmental justice issues raised before the United States Court of Appeals for the District of Columbia Circuit.
Glenfarne chief executive and founder Brendan Duval said the FSEIS “strengthens an already robust record of federal analysis and support and confirms the basis for the existing authorisation for this project”, and he added Texas LNG’s “green by design” strategy employs electric motor drives, rendering it among the lowest‑emitting liquefaction facilities in the world.
He also expressed appreciation for the efforts of FERC staff in completing a thorough review of environmental and socioeconomic considerations.
The FSEIS is expected to be followed by the FERC Final Order, which is anticipated in November 2025. With its issuance, the authorisation for Texas LNG will benefit from multiple rounds of review and issuance by FERC, thereby attaining legal durability.
Glenfarne reaffirmed its intention to reach a final investment decision by the end of 2025.
At the same time, Glenfarne confirmed Texas LNG has secured offtake commitments from EQT Corp, Gunvor Group, Macquarie Group and one of Europe’s leading utilities in a volume sufficient to enable a final investment decision.
Kiewit continues to lead engineering, procurement and construction of the facility under a lump‑sum turnkey arrangement.
Glenfarne described the FSEIS as the most recent development in its federally authorised LNG portfolio, which also includes the Alaska LNG and Magnolia LNG projects – all of which are advancing toward final investment decisions.
Mr Duval said Texas LNG “is rapidly advancing toward a targeted year‑end final investment decision, and the re‑issued FERC authorisation, finalised three months ahead of schedule, greatly accelerates our momentum through the second half of the year.”
He credited “world‑class partners”, the administration’s energy policies, and the efforts of FERC commissioners, staff and the Texas congressional delegation for supporting the project’s forward progress.
