QatarEnergy chief executive Saad Sherida Al-Kaabi criticises EU proposals penalising LNG suppliers under Scope 1, 2 and 3 emissions rules
Minister of state for energy affairs, and president and chief executive of QatarEnergy Saad Sherida Al-Kaabi has issued a strong rebuke of the European Union’s proposed regulations that could impose penalties on liquefied natural gas (LNG) suppliers for emissions covering Scope 1, 2 and 3.
The remarks, delivered during the World Petroleum Congress in Doha on 7 December 2024, highlight growing tensions over Europe’s energy policies amid its push for decarbonisation.
“We are also asked to be responsible for Tier emissions 1, 2 and 3 and be liable for a penalty of up to 5% of our total generated revenue worldwide. This makes absolutely no sense,” said Mr Al-Kaabi, emphasising the disproportionate impact such policies could have on LNG exporters.
He questioned the feasibility and fairness of imposing global penalties linked to revenue while supplying a critical energy source to Europe.
“So, my message to Europe and to the EU Commission is: are you telling us that you don’t want our LNG into the EU? Because I sure am not going to supply the EU with LNG to support their energy requirements and then be penalised with our total revenue worldwide.”
QatarEnergy, one of the world’s leading LNG producers, has played a pivotal role in meeting Europe’s energy demands following reduced Russian pipeline gas imports.
However, Mr Al-Kaabi’s remarks reflect mounting frustration with policy proposals perceived as undermining partnerships between suppliers and consumers. The EU’s proposed emissions framework seeks to hold suppliers accountable for the environmental impact of the entire supply chain. Critics argue this could discourage investments and disrupt global LNG flows.
Mr Al-Kaabi reiterated QatarEnergy’s commitment to environmentally responsible practices but stressed that punitive measures risk alienating key energy exporters.
The remarks also serve as a broader caution to energy policymakers about the unintended consequences of stringent regulatory frameworks during the transition to a low-carbon future.
