The US District Court for the Eastern District of Virginia granted Dominion Energy’s request for a preliminary injunction allowing construction to resume on the Coastal Virginia Offshore Wind (CVOW) project
The preliminary injunction will enable Dominion Energy to restart work on the 2.6-GW project – which is the largest offshore windfarm in the US – while it continues its challenge to the Bureau of Ocean Energy Management’s (BOEM’s) recent stop-work order.
The CVOW project was one of five under-construction offshore windfarms the Trump administration paused on 22 December 2025 after claiming they represented a ‘national security risk.’
“Our team will now focus on safely restarting work to ensure CVOW begins delivery of critical energy in just weeks,” said Dominion Energy. “While our legal challenge proceeds, we will continue seeking a durable resolution of this matter through co-operation with the federal government.”
CVOW will consist of 176 offshore wind energy turbines generating enough energy to power up to 660,000 homes. The project is part of Dominion Energy’s all-of-the-above diverse energy supply strategy to meet growing demand.
