SESSION 4 STREAM B:
CHARTERER/OWNER DIALOGUE - VETTING, CDI. SIRE

14.40 Vetting plays a key role in securing business for tankers. Is the industry getting safer? Are standards becoming more transparent? And how uniformly are they being applied? Not all vetting clauses are created equally and there are often obligations within vetting clauses which are not possible to meet. How can we resolve this impasse?

FROM THE MIDDLE EAST TO CYBER SPACE: A HOLISTIC LOOK AT TANKER SECURITY

16.10 The threats to safe tanker operations are mutating and multiplying. The physical threat was graphically underscored by the seizure of Stena Impero. This session will update on the threats and give practical guidance on what operators can do to safeguard their assets.

INTERTANKO’s senior technical manager Gilyong Han and general counsel Michele White will share guidance on IMO Guidelines for Consistent Implementation and give practical examples of actions ship operators may take in various situations. They will also address related contractual terms and charter party clauses ship operators may consider to deal with the related complexity of enforcement and control actions by authorities. SESSION 6: TANKER INDUSTRY LEADERSHIP AND TANKER SAFETY MANAGEMENT

10.10 PANEL DISCUSSION: Tanker owners and shipmanagers often cite leadership at sea and ashore as their number one challenge. The STCW Manila Amendments and Elements I and 2 of TMSA 3 are well-intentioned (and inextricably linked with Elements 3, 7 and 8), but have they delivered a cultural shift in leadership behaviours that will actually avoid future accidents?

Chairman: Phil Parry, Chairman, Spinnaker Global
Panellists:
Rob Drysdale, Director, Oil Companies International Marine Forum (OCIMF)

Philip Belcher, Marine Director, INTERTANKO
Carsten Ostenfeldt, Managing Director, Anglo-Eastern
Marc Forster, Global Marine Standards Manager, RightShip

11.00 A "HOT" (Human, organisational and technical) approach to safety
Rather than focusing on the integrity of technology (e.g. robust equipment) or the organization (e.g. certification of
management systems) or the human element (e.g. safety culture) in isolation, the added value comes from providing expert support in each of the HOT elements.

  • Lessons learned from beyond the tanker industry
  • Case study: Lessons’ learned for mooring processes, in light of MSMP

Fenna van de Merwe, Principal Consultant, Safety, Risk & Reliability, DNV GL - Maritime Advisory

11.20 Networking coffee break in the exhibition area

Georgios Christoforatos, Technical Sales Manager, Trelleborg Marine Systems UK

SESSION 7 PART II : WHAT MAKES FOR AN EFFICIENT TANKER FLEET?

12.50 How efficient is your fleet management organisation? Do you get value for money? Do your superintendents cost you more but manage more ships than your competitors’ superintendents? This session will look at staff-to-vessel ratios, regional salary trends since the September 2008 crash, future fleet management workforce planning and the impact of crew demographics on succession planning.

Chairman: Phil Parry, Chairman, Spinnaker Global

How AI gives genuine insight into quality tanker operators and operations

Underwriters have a new tool at their disposal that will ensure that premiums from quality operators are not underpinning the operation of the poor or pathological

  • AI: a transparent tool to help underwriters assess quality operators
  • What officers outnumbering crew means for our industry

Jonathan Jones, Managing Director , JLJ Maritime Hong Kong
Nick Maddalena, Head of Insurance Business, Windward

13.40 Networking lunch in the exhibition area sponsored by Bureau Veritas

SESSION 8: ENVIRONMENTAL MATTERS FOR TANKERS: EMISSIONS; ASBESTOS & IHM; RECYCLING.

14.30 Tanker companies need to have clear environmental strategies for commercial, compliance and CSR reasons. This session delivers vital updates on what’s required when it comes to emissions, asbestos and IHM and recycling.
Capt. Herbert Soanes, Senior Vice President, Global Maritime Client Relations, Centre Testing International Group
Jonas S. Frederiksen, Head of Performance Management, GreenSteam
Robin Townsend, Ship Recycling Specialist, Bureau Veritas Solutions Marine & Offshore

Pascal Ta, Product Line Managers , Gaztransport & Technigaz (GTT)

BONUS EVENT

16.00 DEBATE : Is it time for the tanker industry to man up?
This will take the form of a parliamentary debate with opposing sides debating the motion: Is it time for the tanker industry to man up?

The debate will draw on / take inspiration from BIMCO-ICS Manpower Reports, widely regarded as the most comprehensive assessment of global supply of and demand for seafarers. The 2015 Report built on updates conducted in 1990, 1995, 2000, 2005 and 2010. This ongoing intensive study has two main purposes: to describe the current worldwide supply and demand situation for seafarers; and to make predictions about the likely position in 5-10 years’ time, both designed to help the industry anticipate developments and take appropriate action.

In anticipation of the next update to the report, this session will review the predictions made in the 2015 report and gather audience input with a view to providing BIMCO and the International Chamber of Shipping with feedback and suggestions based upon the real-life experiences of tanker owners and operators.

Chairman: Phil Parry, Chairman, Spinnaker Global
Vijay Rangroo, Managing Director, MTM Ship Management
Bob Bishop, Executive Director, V.Ships

Aron Frank Sørensen, Head of Maritime Technology & Regulation, BIMCO
Capt. Kuba Szymanski, Secretary General, InterManager
