All eyes in the ballast water management and treatment sector will be on the outcome of the introduction of the D-2 standard on 8 September 2024. But how many ships will comply?
D-2 compliance
At the start of 2024, the countdown clock at the top of the Ballast Water Treatment Technology website will read ‘252 days: 00 hours : 00 minutes : 00 minutes’, but the industry has no official way of knowing how many vessels are in compliance with the D-2 standard at that point.
In reality, the industry will not even know on deadline day – 8 September 2024 – but Ballast Water Treatment Technology welcomes your estimates (email craig.jallal@rivieramm.com with you best estimate).
MEPC 81
An extraordinary amount of work takes place in a short space of time at each meeting of the Marine Environment Protection Committee. The next one is MEPC 81 in March 2024.
This will build on the outcome of MEPC 80 in July 2023, and includes the Convention Review Plan under the experience‑building phase associated with the BWM Convention, including the list of priority issues to be considered in the convention review stage. This will guide the comprehensive review of the BWM Convention over the next three years and the corresponding development of a package of amendments to the Convention.
Ballast water is the fourth item on the agenda at MEPC 81, and one paper has already been submitted, but this list will grow – for MEPC 80 there were 25 papers submitted ahead of that meeting.
MEPC 82 is currently set for 30 September to 4 October, conveniently after the date of the D-2 compliance.
Webinars to review outcomes from MEPCs

The first series will be timed to include the outcomes of MEPC 81, and the second for the outcomes of MEPC 82 and the introduction of the D-2 standard. Ballast water treatment in the USA – the gift that keeps on giving
Ballast water treatment in the USA was meant to change radically from a range of local rules to a single federal legislation. This will undoubtedly happen at some point, but progress has been slow. There are likely to be many twists and turns in 2024, and even legal proceedings, as VIDA is enacted. This will continue to keep the USA at the forefront of ballast water treatment news in 2024, and for many years to come.
How challenging is challenging water quality?
One day, the history of ballast water treatment will be written and there will be a whole chapter devoted to the evolution of how challenging water quality became such an impediment. In 2024, it will be an unresolved issue unless there are dramatic actions at IMO level.
