Secretariat agenda paper maps late-April session, from Marpol Annex VI draft amendments to ballast water review, air pollution items and energy-efficiency work
IMO Secretariat has set out how the Marine Environment Protection Committee (MEPC) will organise its 84th session (27 April to 1 May 2026), with annotations to the provisional agenda and a timetable intended to guide plenary and group work.
The Secretariat proposed that all plenary sessions and the meetings of all groups will be conducted fully in person, supported by the hybrid infrastructure. It described the provisional timetable, prepared in consultation with the Chair, as guidance that “is of a tentative nature, for guidance only” and “is likely to be modified closer to the meeting”.
The agenda annotations indicate the Committee will be invited to take up draft amendments to mandatory instruments.
The Secretariat noted that the Committee will be invited to consider, with a view to adoption, draft amendments to Marpol Annex VI.
This includes several elements, including designation of the North-East Atlantic as an Emission Control Area for nitrogen oxides, sulphur oxides and particulate matter; accessibility to the IMO Ship Fuel Oil Consumption Database; and the review clause of the short-term GHG reduction measure.
The Secretariat also noted a second set of draft amendments on the use of multiple engine operational profiles for a marine diesel engine, including clarifying engine test cycles.
On ballast water, the Secretariat said the Committee will be invited to consider the report of the Correspondence Group on Review of the BWM Convention and to consider specific topics requiring inperson discussion identified in that report.
The correspondence group was tasked to complete the preparation of draft amendments to mandatory provisions of the BWM Convention and to progress the preparation of draft amendments to guidelines associated with the Convention, and the Committee would be invited to re-establish the Correspondence Group to continue the work.
On air pollution prevention, the agenda annotations state the Committee will consider the outcome of PPR 13 (9-13 February 2026), including work on the review and development of NOx emissions requirements in Marpol Annex VI and the NOx Technical Code 2008.
This also refers to work on the reduction of the impact on the Arctic of black carbon emissions from international shipping and evaluation and harmonisation of rules and guidance on the discharge of water from exhaust gas cleaning systems into the aquatic environment.
Energy efficiency work on the MEPC agenda includes consideration of the 2024 report of fuel oil consumption data submitted to the IMO Ship Fuel Oil Consumption Database and the 2024 report on annual carbon intensity and efficiency of the fleet.
