Colombia’s Minister of Mines and Energy Diego Mesa has confirmed that the country is planning to build its first offshore windfarm
Speaking at the CERAWeek 2022 conference in Houston earlier this week, the Minister said a memorandum of understanding had been signed by an entity that is part of Copenhagen Infrastructure Partners and the Mayor’s Office of Barranquilla, to construct an offshore windfarm in the Caribbean.
If approved by national, regional and environmental authorities in the central American country, the 350-MW project will be developed offshore Barranquilla in the department of Atlántico by the Copenhagen Infrastructure New Markets Fund.
Speaking at the time the plan was unveiled, the Minister said, “Today we reach a new milestone in Colombia’s Energy Transition.”
Barranquilla Mayor Jaime Pumarejo said, “We are taking the policies of the national government and making them bear fruit.”
In a statement, the Ministry of Mines and Energy said it would work closely with the General Maritime Directorate to assign areas for other offshore wind projects.
As highlighted recently by OWJ, the government in Colombia has been drafting a regulatory framework for offshore windfarms in its waters.
Speaking in December 2021, the Minister said the Colombian Government sees “great potential” for offshore wind in the Caribbean. The country has been receiving support from the World Bank in developing its plans.
A recent report by World Bank Group highlighted significant potential for the development of offshore wind in Colombia.
The report is one of a series of offshore wind roadmaps developed by the World Bank Group under the Energy Sector Management Assistance Program and the Offshore Wind Development Programme.
The report noted that the Caribbean coast of Colombia has abundant wind resources, and a total technical potential of approximately 109 GW of offshore wind. Considering environmental, social and other constraints, the analysis reveals there are development exploration areas of approximately 50 GW.
Estimated net capacity factors for representative project sites – the amount of electricity they could produce relative to their full theoretical potential – suggest some sites offshore Colombia have some of the highest in the world.
