MEPC 83 begins with draft approval of Marpol Annex VI amendments that will embed net-zero goals into the global maritime regulation
International Maritime Organization (IMO) opened the 83rd session of its Marine Environment Protection Committee (MEPC 83) this morning, describing it as “a pivotal moment in our collective efforts to address climate change”.
IMO secretary-general Arsenio Dominguez welcomed delegates to what he described as a “session of special importance,” with the key item on the agenda being the expected approval of draft amendments to Marpol Annex VI, which will incorporate the IMO net-zero framework, advancing the greenhouse gas (GHG) strategy adopted in July 2023.
“Over this week, you are expected to approve draft amendments to Marpol Annex VI mandating the IMO net-zero framework – a pivotal moment in our collective efforts to address climate change,” he told the assembled representatives.
Mr Dominguez refrained from reiterating previous statements around the significance of the moment or the breadth of discussion already undertaken. Instead, he acknowledged the collective effort of delegates, “I’ve seen all the efforts you have put in and the dedication you have demonstrated.”
While cautious not to pre-empt the outcome, the secretary-general expressed optimism that the session would deliver a workable compromise by the end of the week, calling the expected outcome “another step forward in the work of this organization.”
The session, chaired by Dr Harry Conway of Liberia, with support from vice-chair Hanqiang Tan of Singapore, will also consider further regulatory matters. These include the adoption of a 2025 Action Plan on marine plastic litter from ships and continued review of the Ballast Water Management Convention. The latter process includes assessing feedback from the experience-building phase and working toward amendments for approval at MEPC 84.
Mr Dominguez concluded by reiterating his confidence in the delegates and their leadership, stating, “What we do here will have a global impact, in an industry that is continuing to show its worth.”
